Divide the part by the whole and multiply by 100: (X ÷ Y) × 100. For example, 15 out of 60 is (15 ÷ 60) × 100 = 25%. Use the "X is what % of Y" mode above.

Subtract the original ("from") value from the new ("to") value, divide by the original value, then multiply by 100: ((to − from) ÷ from) × 100. A positive result is an increase, a negative result is a decrease.

A negative result means the value decreased — for example going from 100 to 80 is a −20% change (a 20% decrease). The calculator automatically labels the result as an increase or decrease so it's clear either way.
